Climate change is both a development and environmental issue. It is necessary to protect the hard-earned development from being undone by climate change. Besides, the right responses to both mitigating the impact of climate change and adapting to its consequences represent opportunities for developing countries, including: enhancing energy security; improving the local environment; promoting more sustainable land use and agricultural practices; increasing resilience to natural disasters; bringing carbon market revenues; and facilitating the availability and use of clean technology. Consequently, climate change issues cut across many sectors from energy to natural disasters management.Â
By integrating climate change into policies, plans and programs (PPPs) and evaluating the inter linkages with economic and social considerations, SEAs help decision-makers to incorporate the climate change dimension of PPPs into decision-making processes and institutional capacity building.Â
