Abstract
The main objective of the paper is to review how the World Bank Group (WBG) may be more effective in the Use of Country Systems not only for the purpose of using borrower systems in lieu of Bank safeguards, where appropriate, (as per
 Operational Policy 4.00) but more importantly, in helping borrowers to improve the implementation of their own safeguards systems, to the extent that such systems are consistent with the objectives and operational principles of the Bank’s safeguard policies.

In addition, the paper will assess the efficiency and effectiveness of the
 Use of Country Systems and identify mechanisms to ensure that the Bank’s work relies increasingly on the use of country regulations and capacity.
