Due to the growing number of proposed GEF operations seeking to address energy efficiency (EE) financing, the Environment Department's Climate Change Team recently conducted a review of the Bank's GEF energy efficiency project portfolio over the past few months.
The purpose of the review was to identify major trends in EE project designs, identify good practices and examples for new TMs on EE financing models and develop some key lessons learned and recommendations for future programs.
The paper reviews the Bank's GEF EE project portfolio, identifies five key program models, summarizes key implementation hurdles and lessons learned, provides in-depth recommendations for designing EE financing programs, offers some key resources for project teams and raises some questions for further discussion.
