There has been increased interest and work over the past few years on the use of indicators to monitor change. The development of useful environmental indicators requires not only an understanding of concepts and definitions, but also a good knowledge of policy needs. In fact, the key determinant of a good indicator is the link from measurement of some environmental conditions to practical policy options.
Environmental indicators can be used at both international and national levels as a tool for state-of-the-environment reporting, measuring environmental performance, and reporting on progress toward sustainable development. At the national level they can also be used for clarifying objectives and setting priorities.
