Although PES is not designed to be a poverty reduction mechanism, a perception that areas of high poverty are highly correlated spatially with areas that provide environmental services has led to an expectation that PES programs could contribute to poverty reduction. The World Bank is conducting intensive research on the links between PES and poverty, and has developed guidelines for pro-poor PES.
