GEF is a partnership established in 1994 by UNDP, UNEP and the World Bank. It operates as a mechanism for providing new and additional grant and concessional funding to meet the agreed incremental costs of measures to achieve agreed global environmental benefits in the four focal areas of Climate Change; Biological Diversity; International Waters; and Ozone Layer Depletion. In 2001, a Persistent Organic Pollutants (POPs) program was also added in the GEF. In addition, the agreed incremental cost of activities concerning Land Degradation, primarily desertification and deforestation are eligible for funding.
