A sector approach was launched to facilitate the complete phaseout of halon consumption and production in China and to develop policy instruments and monitoring and enforcement mechanisms to support Chlorofluorocarbons (CFC) and halon phaseout.
Features include the coordinated approach to investment and technical assistance, performance-based disbursement and flexible approach utilizing a variety of market mechanisms. The results being a lower overall cost of phaseout, increase of management capacity and a reduction in global supply of halon and CFCs.
