The objectives of the Environment Strategy are to improve quality of life, quality of growth and protect the quality of regional and global commons.

Countries ratifying the Montreal Protocol on Substances that Deplete the Ozone Layer commit to eliminate their production and consumption of ozone-depleting chemicals. Developing countries which meet criteria set by Article 5 of the Montreal Protocol benefit from a ten-year grace period. The World Bank as an implementing agency of the Multilateral Fund helps client countries accomplish their ozone protection objectives through strategic planning, policy formulation, and technical support in project identification, preparation and implementation.

In 2006, with over a decade of experience, the World Bank's Montreal Protocol program is well-established.  Over 490 investment projects have been completed in more than 20 countries, and approximately 200,500 ODP (ozone depleting potential--the key measure for the Protocol) tonnes have been phased out.
