Themes and Strategies

The World Bank has developed various strategies to assist countries in meeting their Montreal Protocol obligations. The most innovative approach is the National Phaseout Plan for client countries which is being developed through active participation of all stakeholders in the respective countries, including private, government and non-governmental organizations. The National Phaseout Plans consist of a combination of tailored investment, non-investment, policy and regulatory support measures, to the support of Chlorofluorocarbons (CFC) phaseout in all CFC-consuming sectors.

Other Montreal Protocol themes include market-based instruments, chiller replacement facilities, revolving funds, sector approach, national execution and small and medium-scale enterprises in the commercial refrigeration sector.
