Regional Strategies

Regional strategies provided the major building blocks of the draft rural strategy 'Reaching the Rural Poor'.  The development of regional strategies focused on operational experiences, identifying what has worked well and what have been the major lessons learned implementing the rural portfolio.

Across the world, countries vary in terms of their progress in policy reform, the size and state of the rural economy, the nature of rural poverty, and the level of rural communities' access to external markets and finance.

These factors must be taken into consideration when designing and implementing rural development activities. Therefore, while regional strategies have common themes, priorities identified and the mix of policy instruments proposed address countries' specific circumstances.

Africa
emphasizes the institutional foundation for reducing rural poverty, and advocates support for government efforts to decentralize and enhance the participation of rural communities

East Asia and the Pacific
promotes financing programs that directly attack poverty through targeted productivity enhancing investments in very poor areas

Europe and Central Asia
focuses on sustainable rural growth and the completion of the transition process from planned to market economies in rural areas

Latin America and the Caribbean
emphasizes rural and urban dynamics and adopts a rural space approach to development built around increased participation of local actors

Middle East and North Africa
places a high priority on rationalizing water management and policies

South Asia
emphasizes enhancing human and social development in rural areas, as well as decentralization of decision-making to local communities
