Land Administration

Land administration systems are important as a basis for securing property rights and access to land as well as establishing the basis for the functioning of land and other factor markets.

In countries with low levels of per capita income, land continues to be a key household asset and transparent low-cost ways of documenting land ownership are essential to ensure land access and the productivity and investment advantages associated with it as well as good governance at the local level.

At higher levels of per capita income, and with the development of rural industry and off farm labor markets, the scope for productivity-enhancing exchanges and land will also assume increased relevance to be used as a collateral for credit markets.

While the need for cost-effective systems of land administration, as well as the broad goals of doing so are generally recognized, there are vast differences in the extent to which approaches to providing land title are integrated into an overall strategy at the national level, the administrative arrangements to achieve this, and the cost-effectiveness of different systems.
