World leaders gathered at UN Headquarters on September 20 to agree on measures to accelerate efforts to achieve the Millennium Development Goals by 2015. A critical component of redoubling global efforts will be scaling up,  that is: expanding, adapting, and sustaining successful projects, programs, or policies over time for greater development impact.

The International Fund for Agricultural Development (IFAD) has for many years stressed scaling up as essential ingredient of its strategy to combat rural poverty in developing countries. This institutional review of IFAD’s approach to scaling up is the first of its kind. IFAD’s Associate Vice-President, Kevin Cleaver, and Johannes Linn, Senior Scholar at the Emerging Markets Forum and Senior Fellow at the Brookings Institution, will discuss the findings of the study and its recommendations for how to turn IFAD into a scaling up institution. Beyond IFAD, this institutional scaling up review represents a pilot exercise that can also serve as an example for other development institutions.
