Initiation of the ENA FLEG Process
The Europe and North Asia (ENA) Forest Law Enforcement and Governance (FLEG) process was initiated in May 2004, when the Russian Federation announced its support for such a process and intention to host a FLEG Ministerial in 2005. Subsequently, the Bank was asked to provide technical support to the initiative and began coordinating work amongst participating governments and bilateral donor agencies. An International Steering Committee (ISC) was established in February 2005 to guide the ENA FLEG process, and in June 2005 a Preparatory Conference was held in Moscow to begin discussions on FLEG issues in the region and to initiate drafting of a declaration for consideration at the Ministerial Conference. 

 

The St. Petersburg Ministerial Conference and Declaration
The
ENA FLEG Ministerial Conference took place in St. Petersburg from November 22-25, 2005, bringing together nearly 300 participants from 48 countries representing governments, the private sector, civil society and international organizations including the World Bank. The Conference yielded the St. Petersburg Declaration (English and Russian), an expression of commitment by 44 governments from the ENA region and other participating countries to take action to address illegal logging and associated forest crimes. The participating governments also identified an Indicative List of Actions for the implementation of the Declaration, which are included as an annex to the Declaration. Stakeholder engagement – including national and international NGOs and private sector entities – was central to the process leading up the Ministerial and will remain so in the follow up to the Conference and the implementation of the St. Petersburg Declaration. In the St. Petersburg declaration, partnership between governments, civil society and the private sector is emphasized for effectively combating illegal logging, associated trade and corruption.
