ENA FLEG Ministerial Conference

| The Ministerial Conference on Forest Law Enforcement and Governance took place from November 22nd-25th, bringing together nearly 300 participants from 48 countries representing governments, the private sector, civil society and international organizations including the World Bank. The Conference yielded the St. Petersburg Declaration, an expression of commitment by 44 governments from the ENA region and other participating countries to take action to address illegal logging and associated forest crimes. The participating governments also identified an Indicative List of Actions for the implementation of the Declaration, which are included as an annex to the Declaration.

Over the course of the four-day meeting, delegates finalized the St. Petersburg Declaration and shared information and experiences on key issues such as how to ensure local populations access to forest resources and equity in resource utilization, as well as how to improve the investment climate and private sector incentives. A stakeholder dialogue among the private sector and civil society was held in parallel to the governmental negotiations of the Declaration. Exchange between the government negotiations and stakeholder dialogue was ensured through plenary sessions, frequent updates on the status of the draft negotiation text, and informal meetings with the government negotiation facilitators.

The Ministerial Conference was the culmination of a year and a half process that included a preparatory conference in Moscow in June, 2005, national-level preparations, as well as private sector and NGO organized pre-meetings.
