Workshop on the Implementation of the Europe and North Asia Forest Law Enforcement and Governance (ENA-FLEG) Ministerial Declaration

May 16-18, 2006

Antalya, Turkey

In follow up to the ENA FLEG Ministerial Conference, the Turkish Government, in collaboration with the World Bank, hosted a three-day workshop in Antalya, May 16-18, on implementation of commitments made in the St. Petersburg Declaration. The Workshop provided a platform for stakeholders to share past experiences with combating illegal activities in the forest sector and to gain practical guidance on formulating action plans based on the St. Petersburg Ministerial Declaration and Indicative List of Actions. Participants included representatives from government, civil society, international organizations and the private sector.

The workshop addressed the following themes:

  • Promoting legality through appropriate institutional arrangements, laws and regulations (including prosecution and anti-money laundering measures);
  • Monitoring forest resources and their use, and improving accessibility of information to the public;
  • Engaging stakeholders through open and participatory processes to promote transparency, reduce corruption, facilitate equity and minimize undue influence of privileged groups; and
  • Ensuring that demand-side measures support action by the producer countries and promote trade in legally harvested timber.

The workshop proceedings (see box on right) provide a summary of discussions held.
