Strengthening Forest Law Enforcement and Governance:

Addressing a Systemic Constraint to Sustainable Development

The World Bank has been engaged with Forest Law Enforcement and Governance (FLEG) processes since the first Ministerial FLEG Conference for East Asia in 2001. The Bank’s commitment to take action to curb illegal logging and other forest crime is clearly expressed in the Bank's 2002 Forest Strategy. In June 2006, the Bank completed a report - “Strengthening Forest Law Enforcement and Governance - Addressing a Systemic Constraint to Sustainable Development” – that takes stock of both the Bank's efforts and those of the broader community involved in FLEG. The report assesses current approaches and experiences and sets the stage for a discussion on how to move effectively beyond dialogue, negotiation and piloting to effective scaling up implementation of commitments to yield concrete and visible impacts.
