Environmental Assessment and Pest Management Policies

Applicability

Operational Policy 4.09 - Pest Management - and Bank Procedure 4.01 Annex C - Application of EA to Projects Involving Pest Management- apply to all Bank financed activities that affect pest management. OP 4.09 and BP 4.01 Annex C are not restricted to specific lending instruments or sectors. OP 4.09 and BP 4.01 Annex C particularly apply to:

• Projects under which procurement of pesticides is envisaged, either directly through the project, or indirectly through on-lending, co-financing, or government counterpart funding.
  
• Projects that affect pest management in a way that harm could be done, even though the project is not envisaged to procure pesticides. This includes projects that (i) may lead to a substantial increase in pesticide use with a subsequent increase in health and environmental risks, or (ii) maintain or expand present pest management practices that are unsustainable, are not based on an IPM approach, and/or pose significant health and environmental risks.

The OP and BP apply to all projects involving Pest/Vector management, whether or not the project finances pesticides.

 Every project should be screened to determine the potential application of the provisions of OP 4.09 and BP 4.01 Annex C.
