Decentralization and Agriculture

Decentralization often surfaces as a key element in the discussion of APEA. Overall, the topic is vast and the specific evidence on the effectiveness of decentralization on improving the efficiency of resource use in agriculture is mixed. This section provides selected examples of decentralization within the context of service delivery in the rural economy. It also suggests a list of general references that could guide future work on decentralization in the agricultural sector.

The scope of literature stocktaking is defined narrowly to emphasize issues of fiscal decentralization to the extent that it impacts the provision of services in the agricultural sector. The material draws on World Bank documents and other relevant literature.
