Sources of Data for Conducting PER in Agriculture

Good data on government expenditures as well as key outcomes of interest are critical for undertaking public expenditure analyses for the agricultural sector.  These data will need to be compiled from a variety of sources, including official government budget documents, line ministry budgets, other line-ministry and/or sub-national government sectoral databases (for example, a database on agricultural production), agricultural censuses, household surveys, and databases of international agencies. This page provides links to several data sources that are likely to be of interest to anyone tasked with analyzing agricultural pubic expenditures. 

 

Sources of Data and Information include:

 

1. Government and official

  • Government budget documents - central government consolidated accounts; line ministry budgets - including  Ministries dealing with Agriculture, Fisheries and Livestock,  Forests, Land,  Water Resources and Irrigation; state or provincial budgets if separate from consolidated government accounts; medium term expenditure framework documents.
  • Census data and reports – in particular agricultural censuses (country statistical databases, list of international statistical agencies)
  • Sector-specific data – available from line-ministry and/or sub-national government databases (for example, district/provincial agricultural production or input use data)

2. World Bank, IMF, and other international agencies – see key data sources linked below

3. Surveys – in particular surveys conducted by the governments: household income and    expenditure surveys

 

4. New data –time and budget permitting, it may be necessary to collect new data as part of an agricultural PER.  For instance, new data may be collected as part of a Public Expenditure Tracking Survey (PETS); a community score card initiative or to assess off-budget expenditures in agriculture.
