Introduction
Although agriculture is a private activity, a large amount of government resources are spent on the sector. Adequate public expenditure analysis is critical for assessing the efficiency and equity of spending allocations, and for guiding future investment priorities in the sector. The materials summarized here cover World Bank core sector documents and other relevant sector materials, recent agriculture and rural development public expenditure reviews, regional sector analysis, and analytical work done by other development organizations. The list of references is only suggested and it is confined to those resources that relate to public expenditure issues in agriculture in general, both across functional and economic classifications of spending.

Other Examples and Resources Public Expenditure Tracking Surveys (PETS)
PETS are micro-level surveys designed to examine the flow of funds from central to sub-national governments. The PETS data has multiple uses, ranging from a simple diagnostic tool for operations to empirical research on capture and cost-efficiency. PETS have typically been used for tracking expenditures within the health and education sectors with seemingly scant examples of them being applied to agriculture. Quantitative Service Delivery Surveys (QSDS) QSDS is a multi-purpose provider survey that examines the efficiency of service delivery. The book provides a framework for measuring the performance of government at the national and local levels using examples from particular sectors that form the core of essential government services: health, education, welfare, waste disposal, and infrastructure. Incidence Analysis and Gender Budgeting Incidence Analysis Benefit incidence analysis addresses issues of equity in public expenditure allocations. It uses household surveys to provide estimates of the average use of a relevant public service, using public expenditure on that service as the proxy for benefits received by the household, in order to compare well-being before and after the intervention. Gender Budgeting It is a disaggregated version of the benefit incidence analysis, focusing on gender patterns of household spending, highlighting gender differences in the distribution of well-being.
