The purpose of AHI Facility is to minimize the risk and socio-economic impact of avian influenza (and other zoonoses) and of possible human pandemic influenza in developing countries lacking adequate domestic resources and capacity to prepare for and combat any onset of the disease. Specifically, it consists of a multi-donor financial framework designed to fill those financing needs and gaps that remain unmet from the loan, credit and grant assistance being made available from other sources.

Created at the Beijing International Pledging Conference organized by the Government of the People's Republic of China, the European Commission, and the World Bank in January 2006, AHI Facility expects to achieve its objectives by supporting activities that are: included as a priority in, or as an elaboration and improvement of, Integrated Country Action Plans; endorsed in accordance with predetermined in-country procedures; and for which the relevant World Bank Country Director confirms that other financing sources cannot be made available. Additional activities will be subject to review by the Advisory Board which is comprised of selected donors and the Bank, with the involvement of representatives of the United Nations System Influenza Coordination (UNSIC) and World Organization for Animal Health (OiE). As of January 2009, the total pledged commitment to the AHI facility is over $126 million equivalent).
