Monitoring & Evaluation

Aid agencies and developing countries agree that better production and utilization of statistics and diagnostics remains critical to achieving the MDGs and other development goals. Donor agencies can provide technical assistance in this field and assist client countries to adopt high standards of practice in compiling and disseminating statistics on development. Such information is critical to crafting strategies and fixing priorities for future development interventions.

Millennium Development Goals and Capacity Building

The goals focus the efforts of the world community on achieving significant, measurable improvements in people's lives. They establish yardsticks for measuring results, not just for developing countries but for rich countries that help to fund development programs and for the multilateral institutions that help countries implement them.

Statistical Capacity Building

Despite the greater demand for statistics, there is still a critical shortfall in the national and international efforts to develop appropriate and sustainable statistical capacity. For statistical capacity to be treated as a priority by national governments and international agencies, the awareness of the importance of timely and relevant statistics for policy, management, monitoring, and democratic accountability needs to be raised. And donors need to provide more funding and technical assistance to support national efforts to develop their capacity to produce, analyze and use statistics.

Evaluation Capacity Development

ECD focuses on measuring the performance of governments--including at the ministry, program and project levels-- and also supports M&E capacity-building for civil society, as contributors to M&E information, as users of it, and in some cases as producers of it. The priority for ECD has been highlighted by the renewed emphasis, via Poverty Reduction Strategies and the Comprehensive Development Framework, on results.

Knowledge Assessment Methodology

Knowledge Assessment Methodology benchmark how an economy compares with its neighbors, competitors, or countries it wishes to emulate. It helps to identify the problems and opportunities that a country faces, and where it may need to focus policy attention or future investments.
