     
The capacity development initiatives and approach emerged from more than a year of preparatory studies and discussion papers focused on Lao PDR. These included: Capacity Development Concept Note articulating an approach to mainstream capacity development in the new CAS Study of Lao’s political economy which assesses the political and institutional environment, demand, constraints, and risks for capacity development WBI-designed capacity development framework and methodology specifically tailored to Lao PDR and informed by the global dialogue and lessons learned to address capacity issues at the institutional, organizational, and individual levels Application of the capacity development framework and approach on a pilot basis at the project level (to a transport project) Institutional assessment examining the capacity building needs for NOSPA, the main training institution for high and mid-level government officials in Lao PDR
