Social Protection: Results

Highlights of Achievements

(1) Use of the SRM framework in the PRSP process and progress in analytical work: Most countries involved in this initiative used the SRM framework to map major risks, vulnerable groups, risk management instruments (existing/lacking) and to identify gaps, and policy options. In terms of analytical work, several countries completed risk and vulnerability assessments while others are planning to do so. Some countries have also conducted expenditure review of their social protection programs. They have assessed their PRSPs regarding the ways SP issues are dealt with, and some have effectively integrated SP issues in their latest PRSPs/Annual Progress Reports. In addition, several countries will have social protection components in their Poverty Reduction Support Credits (PRSCs).

(2) Country action plans: At the Helsinki conference, national teams presented draft Social Protection strategies and their respective implementation action plans, including next steps in priority analytical work, institutional arrangements, and strategic interventions as well as the consultation and consensus building process they are engaged in locally. Most countries have shown their interests in continuing the process and follow up activities are well underway both at the country and regional level.

(3) Donor consultation: Formal as well as informal meetings have been held between donor representatives and the Bank in various workshops to explore possible areas of collaboration. In some cases follow up missions and exchange of emails kept the discussion going. Possible areas of partnerships include:

· Building a strong constituency for SP and SRM approaches with a wider group of like-minded donors (DFID, GTZ, ILO, France, Finland, etc.).

· Working together in selected countries where donors are already present.
