International Donor Practices in Capacity Development: What Next after the Paris Declaration?

On February 21st, 2006 DAC Chairman Richard Manning and a group of colleagues from the Organization for Economic Cooperation and Development (via video link from Paris) joined World Bank Vice-President James Adams for a dialogue about where the Bank and our partners go from here.The BBL was targeted at Bank staff and helped disseminate the principles for donor engagement in the area of capacity development and the agreements of the Paris Declaration in the area of capacity development. The presenters discussed how donors plan to deliver on the promises on capacity development made in the Paris Declaration and how the Bank will monitor its progress towards more programmatic approaches. In addition, Bank staff had the opportunity to discuss how to reduce reliance on PIUs and ways of putting developing country partners in the drivers' seat.

 

Speakers:

Richard Manning is the Chair of OECD's Development Assistance Committee (DAC). Mr. Manning was former Director General for Policy at the U.K. Department for International Development (DFID). He has worked for DFID and its predecessor agencies since 1965, including periods spent serving in West Africa and South East Asia and as Alternate Executive Director of the World Bank. He has worked with the DAC over many years, and was previously Chair of a DAC Task Force on Donor Practices which in 2003 produced a report on "Harmonizing Donor Practices for Effective Aid Delivery.”

 

Mr. James Adams is Vice President and Network Head, Operations Policy and Country Services (OPCS). Since joining the Bank in 1974, he has held a variety of operational positions in East Asia, Latin America, and Sub-Saharan Africa. Most recently, Mr. Adams served as Country Director for Tanzania and Uganda. He also served as Director for Operations Policy, and as a Division Chief of several departments. Before joining the Bank, Mr. Adams worked as a loan officer for Merchants Bank in Syracuse, New York.
