"GDLN Consultations on DAC's 'Good Practice Paper' and the 'Africa Task Force report' "

March 2006

Two GDLN consultations were organized in early March of 2006. The consultations engaged capacity development experts in 10 selected African countries in a constructive discussion about the key messages of both DAC’s paper and the Africa Task Force report and allowed them to exchange ideas on specific implementation issues. Discussants in each country consisted of field-based donors, representatives from the private sector, and civil society groups whose knowledge and experience enhanced the discussion.

The first consultation took place on March 2, 2006 where a DAC delegation in Paris and a panel of WB experts in Washington DC connected with five Francophone countries in Africa via video. The countries included Benin, Burkina Faso, Côte d'Ivoire, Mauritania, and Senegal. The second consultation took place on March 8, 2006 connecting five Anglophone African countries - Ethiopia, Ghana, Uganda, Tanzania, and Kenya with Paris and Washington. Both events started with an offline preparatory discussion about the reports among participants in each African country. During this session, a facilitator moderated the discussion and synthesized key comments and suggestions on operational implications. These outcomes were later presented during the interactive videoconference.
