Such policies include inter alia:

Economic growth strategies which are pro-poor (and therefore necessarily pro-young) as well as targeted infrastructure development.

Policies that improve service delivery, particularly in the education and health sectors.

Policies that pay specific attention to supply-side bottlenecks in service delivery and that human capacity.
