Global Partners’ Forum

Orphans and Vulnerable Children

Living in a World with HIV and AIDS

December 15-16, 2004, Washington DC

UNICEF and the World Bank jointly convened the Second Global Partners’ Forum for Orphans and Vulnerable Children Living in a World with HIV and AIDS on December 15-16, 2004 at the World Bank in Washington, DC.

The Forum, which is a follow-up to the First Global Partners’ Forum held in Geneva (click here to view the First Global Partners' Forum report), in October 2003, was convened to accelerate the implementation of actions to meet global commitments for children affected by HIV and AIDS as stated in the Millennium Development Goals, the United Nations General Assembly 2001 Declaration of Commitments on HIV/AIDS, and the 2002 document A World Fit for Children.

The Second Global Partners’ Forum brought together approximately 80 senior representatives of bilateral and multilateral donor agencies, UN agencies, non-governmental and faith-based organisations, academic and research institutions and key government representatives. Specifically, the meeting objectives were to: (a) provide a global update on the situation of children affected by HIV and AIDS; (b) highlight progress in the implementation of policy and programme responses, and identify key challenges; and (c) identify global funding gaps and opportunities, as well as mechanisms for ensuring that programmes are implemented effectively and that funds reach affected communities and groups supporting them. The meeting also aimed to further refine the future role and membership of the Global Partners’ Forum and define how it can complement other existing mechanisms. Recommendations for concrete action coming out of the meeting served to drive the agenda for 2005 and beyond.
