This publication began with an international symposium held at the World Bank on September 28-29, 2005 in Washington. The symposium triggered many positive steps to raise awareness of early development as perhaps the most important investment that a nation can make to assure quality of its human capital and to encourage adoption of innovative approaches to overcome key implementation issues - such as funding - in taking ECD programs to scale.
