In 1999, the General Assembly of the United Nations declared August 12 as the International Youth Day. Since then, August 12 has been a day of opportunity to promote awareness on youth issues and young people’s role in development.

Highlighting the importance of this day, Mr. Zoellick commented:

"As we work to help overcome poverty and reach the Millennium Development Goals, our development efforts must focus particularly on children and young people. Every child deserves a fair opportunity to achieve his or her potential, and that depends on a healthy start. Malnutrition is a killer of children and dreams. Poor schools dull the mind and the spirit. The absence of health care weakens young bodies and curious intellects. And when children are stunted, a country loses a generation of development and growth. International Youth Day should lead us to recognize this lost potential -- and to make its recovery and advancement a centerpiece of our work."

The idea of Y2Y came about in 2003 after former World Bank President Wolfensohn's meeting with youth leaders from around the world. At this conference, President Wolfensohn committed the Bank to mainstreaming youth participation and engagement in its work. This prompted a few young people at the Bank to start thinking "What about all of the young people inside the Bank?". At a time when the Bank is laying emphasis on youth issues, young people can make a vital contribution by taking this agenda forward.
