Fiscal Sustainability: Analysis and Tools

Description: Bank ESW work frequently requires country economists and analysts to produce fiscal sustainability analysis (FSA). This workshop provides a basic mix of theory and practical tools to assess fiscal sustainability and manage uncertainty. Participants will be introduced to:

  • basic concepts of fiscal sustainability analysis;
  • new approaches to fiscal sustainability under uncertainty, and
  • the recently developed comprehensive toolkit, incorporating modern developments and real life examples, used for fiscal sustainability and for managing uncertainty;

As a special case, this workshop will focus on oil/resource-rich countries.
Participants will be introduced to a customized version of the FS toolkit, which accommodates special features of countries highly-dependent on volatile oil/ resource revenue. Finally, the workshop will stress the importance of managing uncertainty and risks from contingent liabilities in banking systems.

Learning Objectives: At the end of this workshop, participants will be able to:

  • understand the basic concepts of fiscal sustainability, links with currency crises and approaches to fiscal sustainability, as well as, fiscal risks from banking crises;
  • discuss fiscal risks from oil price uncertainty and specifics of fiscal sustainability and managing uncertainty in oil-rich countries;
  • use the comprehensive tool(developed by PRMED)  for fiscal sustainability in the context of uncertainty and;
  • understand a variant of the tool as designed for oil/commodity-rich countries.
