Strategic Communication in Community Driven Development

The Community Driven Development (CDD) approach aims at mobilizing and empowering the poor to develop strong grassroots organizations that facilitate access to democratic and development process.  It is a process of complex voluntary behavior change that can most effectively be triggered, sustained, and reinforced through the application of strategic communication tools and concepts.  The ad-hoc communication activities that usually accompany the launch of a project may spark an initial awareness, but do not lead to behavior change nor do they have an impact on creating an enabling and responsive environment for establishing self-help efforts of the poor.  Strategic communication looks at the larger socio-political and economic environment that surrounds CDD project beneficiaries.  It uses the full spectrum of formal and informal communication tools necessary in that specific context to persuade, trigger and sustain behavior changes.  It creates a responsive environment for the new behavior by establishing a platform for horizontal and vertical dialogue leading to empowerment and change.
