| The consolidation of the rule of law as the basis for democratic societies and market economies calls
for sound legal frameworks and independent and impartial judiciaries. Bringing about those reforms is a complex process that can be supported by a communications program. Such a program can promote an informed debate among the main stakeholders about the laws and regulations society needs and the kind of judicial system best-suited for the country. When reforms are implemented, a communications program becomes an essential tool to educate the public about their rights and help them navigate the judicial system. Equally important, a communications program encourages a judicial system to be more open and user-friendly, thus providing a way to foster public trust in the institution.
