Creating meaningful dialogue on overarching development issues, as in Country Assistance Strategies or Poverty Reduction Strategies, or building consensus on and ownership of projects and reform initiatives are key elements in a communication program. DevComm advises task teams and governments about ways to establish effective cycles of communication with various stakeholders, including the private sector, NGOs, labor unions, and community organizations.
