DevComm helps the Bank's operational staff, governments and local partners build their capacity to implement and sustain communication activities. This is carried out through skills transfer, training, and institution-building. Developing in-country capacity is part of the effort to create local ownership of development processes. The division works with various departments in the World Bank and local and international specialists to offer training, face-to-face and via distance learning and e-learning technologies, on strategic communication for Bank staff, local project staff, government communication units, and others involved in development initiatives, such as parliamentarians, NGOs, community organizations and the media. The division also works with task teams or country teams to develop and deliver customized training programs on strategic communication for specific projects or sector issues.
