ICT and Governance Reform - New Technology, New Ideas, New Possibilities
Washington, DC, September 11, 2007
CommGAP, in partnership with the World Bank’s Communications Network (CommNet), sponsored a brown bag lunch on ICT and Governance Reform, presented by Mr. Phil Noble, Founder of Politics Online.
New information and communication technologies - such as the Internet and SMS - can be potent forces for political and social change. These tools are empowering ordinary people, not just reformers, to effect the changes they want globally and locally. Practitioners and policymakers interested in governance reform must take these new tools into consideration, paying special attention to how both civil society and government reformers are using ICT to achieve results.
In this context, Mr. Noble discussed “Six Big Ideas” to keep in mind when using information and communication technology (ICT) to accomplish reform under real world conditions.
