Washington, DC, March 18 - 20, 2008

CommGAP delivered a three-day pilot training course entitled “People, Politics, and Change: Communication Approaches for Governance Reform” at the World Bank headquarters in Washington, D.C., from March 18 to 20, 2008. The course was attended by over 30 government officials from 14 Asian and African countries with real-world experience in implementing reforms.

Participants were introduced to communication approaches and techniques that demonstrate the intrinsic roles communication processes play in governance reform. Sessions addressed challenges in securing support for reform from multiple stakeholders, including mobilized interest publics, mass publics, the news media, policymakers, and public sector middle managers. Through a case study-driven approach, participants learned and practiced communication-based core competencies, such as using political analysis to better understand communication challenges in reform, framing reform messages for key stakeholders, engaging in multi-stakeholder negotiation, and managing communication expertise throughout the project cycle.

The CommGAP training and capacity-building team is preparing versions of the course for future deliveries in Asia and Africa, as well as at the World Bank headquarters.
