-------------------------------------------------------------------------------------------------------------------------------------- Highlights -------------------------------------------------------------------------------------------------------------------------------------- Teachers Show Courage and Hope in Personal Fight Against HIV/AIDS Some 122,000 teachers in Sub-Saharan Africa are thought to be living with HIV, and the vast majority have not asked for testing and do not know how far their disease has advanced -- a key determinant for effective treatment. Stories of the real life experiences of HIV-positive teachers are available through a new report and an award winning documentary film. 52% More Children in School in African Countries Supported by the Education for All Fast Track Initiative (FTI) The Education for All Fast Track Initiative (EFA FTI) allocated US$ 233 million to low-income countries in support of their education goals and announced that 15.2 million more children enrolled into primary school in African FTI countries between 2000 and 2006. According to their Annual Report 2008 - The Road to 2015: Reaching the Education Goals, launched in Oslo in December, there has been tremendous progress in Sub-Saharan African countries.
One Childhood: School Health and Early Child Development in Eritrea This award-winning documentary film from Eritrea tells the story of how one small nation supports the development of its children throughout their childhood through the seamless linking of early child development and school health programs, delivered in even the most inaccessible communities, by a strong partnership between the education and health teams.
Nepal - Bringing the Poorest into Schools - Video The story of Nepal's experiment with local control of schools which is bringing the poorest into the classroom is highlighted in this video. The key here to the program is getting the community involved in what their children are learning.
Afghanistan - Skills Development In Afghanistan, school enrollments have increased from about 1 million to nearly 6 million since 2002, with enrolments of girls increasing to about 35% of the total. Nevertheless, the country is facing a different set of problem in its attempt to emerge from near-total collapse. The country is hampered by the absence of a well-educated and trained workforce that it requires to continue growing. The government has recognized the need for further investment in skills development and is now working to build vocational education and training programs.
Pakistan - National Education Assessment System The National Education Assessment System (NEAS) was established to undertake systematic evaluations of student learning achievement across Pakistan and share the analytical results with both policy makers and practitioners to inform the education quality reform process. With data that is comparable across regions and over time, NEAS can identify gaps and bring about improvements in the curriculum, teaching and classroom support practices, as well as in the development of learning aids.

This paper, produced as background for the eighth meeting of the High-Level Group on Education for All (EFA-HLG) discusses the need, in the present difficult financial environment, for donor countries to maintain aid efforts while revisiting aid allocation, and for developing countries to continue to protect the most vulnerable while sharpening their education priorities. The paper also urges a focus on aid effectiveness calls for donors and developing countries to work together to overcome the various barriers to the effective use of aid, as identified in aid research.
Evolving Allocative Efficiency of Education Aid: A Reflection on Changes in Aid Priorities to Enhance Aid Effectiveness By Birger Fredriksen
This paper, produced as background for the eighth meeting of the High-Level Group on Education for All (EFA-HLG), takes a close look at evolving aid priorities at the midpoint of the EFA movement. It explores how allocation of education aid may need to change to ensure that aid is allocated to the purposes where it can be most effective in maintaining the momentum to achieve the EFA goals and suggests elements of an action plan to improve the allocative efficiency of education aid.
What Can a Regional Government Do to Improve Education? The Case of Junin Region, Peru By Daniel Cotlear and Ines Kudo
This report was produced in response to a request for advice on how to improve education in the Junin region of Peru from the President of the Regional Government of Junin. The President of Junin was interested in improving the quality of education in his region and was seeking concrete proposals regarding decisions that the Regional Government could make. A study to address this request was conducted and the results of that study are presented in this document. This study focuses on administrative areas of education that can be handled by the regional government in the short and mid-term. This study intends to be useful not only to the Regional Government of Junin but also to other regional governments committed to education.
Progress in participation in tertiary education in India from 1983 to 2004 By Mehtabul Azam and Andreas Blom
Using nationally representative household surveys, this paper examines the trends in attainment, enrollment, and access to tertiary (higher) education in India from 1983 to 2005. The findings suggest that there has been considerable progress in attainment and participation; however, they remain low.

The seminar was a lively discussion with distinguished expert practitioners from widely divergent backgrounds in the areas of ICT in Education. The discussion explored historical perspectives on technology use in education, new and innovative directions in technology, how ethnographic research with multinationals is transforming the way technology products and services are being developed for use in low income communities around the world, as well as what the data can tell us about the impact of technology use in education.

The development objectives of Phase 1 (2009-2013) are to: (i) improve teaching and learning conditions in primary and secondary education; and (ii) improve management planning and budget capacity of the Ministry of Education and the Regional Bureaus.

The project aims to assist the government's efforts to increase equitable access to secondary education; improve the quality of the teaching and learning process; and strengthen management of the sector and the governance of the schools.
Namibia: Second Development Policy Loan – First Education and Training Sector Improvement Program Approval Date: November 18, 2008 IBRD Loan: US$7.5 million
This project aims to reinforce and extend sector policy, legal, financial and institutional reforms initiated during DPL1. It supports the development of: (i) specific policies, legal and financing frameworks that underpin planned sector reforms; (ii) specific systems and tools required to give effect to policies, legal and funding frameworks intended to improve education access, equity, quality, relevance, and efficiency; and (iii) specific institutional capacities that are critical for effective implementation of planned sector
