The Vologda capacity building workshop was designed with two main objectives:

1. To disseminate the findings of the World Bank pilot project "Mainstreaming Gender in the Delivery of Social Services and Social Assistance in Vologda Oblast of the Russian Federation: Technical Assistance Pilot Initiative" to other regions of the Russian Federation; and
2. To build the capacity of Vologda and other Russian regional and municipal authorities, NGOs and regional experts to perform gender analysis in specific economic policy-related work, in monitoring and evaluation of economic policies and programs, and in analyzing sex-disaggregated statistics.
The pilot project has shown that there is a positive relationship between successful gender mainstreaming and improved quality, efficiency and effectiveness of social services. The workshop covered the following topics: the current demographic situation in the Russian Federation, labor market regulations' impact on women, the gender-differentiated impact of pension reform and gender and social safety nets and transfers.
