Gender and Taxation: Improving Equity and Revenue Generation

This conference will present and discuss the findings of a research project that evaluated the gender equality dimensions of personal income tax systems and the “gender” incidence of indirect taxes (VAT, excise, fuel) in eight countries:  Argentina, Ghana, India, Mexico, Morocco, South Africa, Uganda and the United Kingdom.  Within each country, the project also simulated various policy scenarios to ascertain how much scope exists within each tax system to increase equity in revenue-neutral ways, and examined the tax reform process to determine the feasibility of gender-sensitive reforms. 

The conference, organized by the World Bank Gender and Development Group (PRMGE), American University, the University of KwaZuluNatal, and the United Nations Development Program, will provide a forum for sharing the country-specific findings and drawing out the comparative cross-country lessons.  The audience will include representatives from national tax authorities, the World Bank, International Monetary Fund, and UN Agencies, select researchers, and from NGOs that focus on public finance and gender equality issues.
