AIDS specialists from the UNAIDS Secretariat and co-sponsor organizations, non-UN institutions and local and international consultants support country and regional-level technical assistance activities. Overall guidance to ASAP is provided by 3 advisory groups: the UNAIDS ASAP Advisory Group of representatives from UNDP, UNESCO, UNICEF, ILO, WHO and the UNAIDS Secretariat (governance and coordination); the ASAP Technical Advisory Group (of technical specialists and national AIDS program managers advises on standards and criteria for good strategies); and the ASAP Training Advisory Committee (tools and training).

ASAP - the AIDS Strategy & Action Plan service helps clients develop well-prioritized, evidence-based, results-focused and costed AIDS strategies and action plans. ASAP was created in 2006, to complement existing options for country assistance by providing a one-stop shop where countries can seek advice and technical support for strategic and action
planning. The ASAP secretariat is supported in all areas of work by UNAIDS at global, regional and country levels, and relies greatly on the technical skills of experienced consultants around the world.
