To achieve results from efforts aimed to improve the health of the world’s poor, the financing and organization of health systems must be a priority for policymakers involved in designing and implementing systemic health reforms. Health is a powerful driver of poverty reduction and provides a base for sustained economic growth. It is widely recognized in the international community that weak health systems and health financing create barriers to achieving the health Millennium Development Goals (MDGs). There are many functions that frame any health system, including: governance and oversight, the provision of health services, the management of resources, and the performance of the health system. Health financing provides the resources and economic incentives for the operation of health systems. Like health systems, financing global health is a multi-faceted endeavor. Recent changes in the landscape of global health have raised questions about the effectiveness of aid and new, innovative financing mechanisms.
