|The purpose of this report is to review why countries have implemented food stamp programs, the impact of those programs and the main design and implementation considerations to take into account when planning to introduce similar programs. For the review, eight countries were included, Jamaica, Sri Lanka, Mexico, Honduras, the United States, Venezuela, Colombia and Romania. These countries were included because they contain a great variety of food transfer means and mechanisms and provide ample experience in design, implementation and reforms over time that is valuable experience for other countries. The report seeks to provide practical lessons on how best design and implement food stamp programs for countries willing to introduce them.
