Promoting Health Equity through Social Security Programs: The Implications of Chile’s Experience

The seminar presentation and discussion examined the potential for providing subsidized health services to the poor through government-operated health insurance programs, by charging better-off program participants more than the cost of the services they receive and directing the surplus revenue toward the neediest. This possibility was explored by considering a study of the Chilean Government’s National Health Fund (known by its Spanish acronym, FONASA) that Ricardo Bitrán had undertaken.
