Access to telecommunications and ICT services is essential for particpation in the Information Society. The World Bank sees universal access to infrastructure as an important component to the fight against poverty around the world. Reform of legal, polic and regulatory frameworks can go a long way towards encouraging the provision of access by private industry. Yet some regions face fundamental geographic and economic constraints that make them unprofitable for companies even in an efficient marketplace. In these cases, output-based aid schemes can help to eliminate the access gap. The presentation addresses the related subjects of universal access and outout based aid. While regulatory reform, competition, and private investment can help reduce the market efficiency gap in telecommunications service provision, the access gap often remains. Some areas face fundamental geographic and economic contraints that limit the ability for telecom companies to offer services in a profitable manner. In these cases, output based aid may provide a solution by offering one-time competitive subsidies to comapnies willing to provide universal service to such regions.
