Deshapriya, Wasantha - Director, Reengineering Government Programme, Information and Communication Technology Agency, Sri Lanka.
 
Wasantha Deshapriya obtained a BSc. (Hons) from the University of Kelaniya, a PG Diploma in Computer Technology from the University of Colombo and a M.Sc. from the University of Reading, UK. Wasantha, a Sri Lanka Administrative officer with public sector experience for more than 20 years, has been involved with government computerization projects for over a period of 15 years. In addition to working as the IT Manager in few government agencies, he has been a resource person for government ICT training program and ICT technical evaluation committees. He was a pioneer in introducing email to the Sri Lankan public sector and used email and web to deliver Public Administration Circulars since 1998. He is also known for using local languages in his web pages to provide more citizen centric services.

Di Maio, Andrea - Vice President, Gartner Research

In Gartner, Andrea focuses on the public sector with particular reference to the business value of IT, e-Government strategies, open source software policies and regulatory aspects of e-business. Prior to joining Gartner, Mr. Di Maio was with the European Commission, where he was responsible for part of the R&D framework program, as well as for all activities on the impact of the year 2000 problem and the IT impact of the EMU. Before the European Commission, he held a number of management positions in the systems and software industry. He has more than 18 years of experience in IT. Mr. Di Maio earned a master's degree in electronics engineering, summa cum laude, from Politecnico di Milano.

Dongier, Philippe - Sector Manager, CITPO, GICT, World Bank

Philippe Dongier is Sector Manager for ICT in the Global ICT Department. Philippe joined the World Bank Group in 1998 and has worked in the infrastructure and sustainable development sectors, in the anchors and in Asia, Africa and Latin America. He was manager for Afghanistan reconstruction (2001-2004), and recently authored a World Bank report entitled ‘Infrastructure: Lessons from the Last Two Decades of World Bank Engagement’.

Prior to joining the Bank, Philippe was with McKinsey & Company (1993-1998), advising companies and governments on issues of strategy and organizational restructuring. From 1986 to 1992, he worked in Nepal and Vietnam on decentralized and community-based infrastructure.  Philippe holds an MBA from INSEAD and a BA in economics from McGill University.

Edwards, Bill - Managing Partner, Gov3 Foundation, UK

Former Managing Director of Directgov, and Director of e-Communications in the UK Office of the e-Envoy, Bill is a global leader in customer-facing government, and was the chief architect of Directgov (www.direct.gov.uk) and the underlying business process for a new customer-focused service delivery model. He is currently leading the development of a new online One Stop Portal for the Hong Kong government. Bill has a unique combination of government, IT, marketing communications and delivery expertise, which enables him to architect the internal and external components and processes needed to implement successful pan-government/private sector delivery programs. He has proven program management expertise from the successful delivery of complex citizen facing services. Through his international work, Bill has a detailed understanding of how the leading online government services operate around the world.

Favaro, Edgardo M. - Lead Economist, PRMED and Chair of Growth Thematic Group, World Bank

Edgardo M. Favaro, an Uruguayan national, joined the World Bank in 1992. He is currently the Head of the Thematic Group on Economic Growth at the Bank. He holds a BA in Economics at the University of the Republic, Uruguay and an MA and PhD in Economics from the University of Chicago. Before joining the Bank he had an extensive career in the public sector (as a Senior Adviser to the President on budget management and as a Senior Adviser at the Office of Planning and Budget) and in economic research (as Director or CERES, a research institute in Montevideo). From 1987 to 1992 he was a member of the standing committee of the LA branch of the Econometric Society. He is the author of several economic publications on Banking issues, trade and monetary policy.

Foong, Wai Keong - President and CEO of Ecquaria Technologies Pte Ltd, Singapore

A veteran in the infocomm industry with more than 20 years of experience, Dr Foong brings with him a wealth of knowledge and expertise. Instrumental in a number of key Singapore and pan-Asia government consultancy initiatives and project implementations, Dr Foong is highly sought after in the area of providing thought leadership for e-Government solutions. Dr Foong's main role lies in spearheading the vision and strategic planning of Ecquaria Technologies, a fast growing enterprise software infrastructure solutions company that serves governments and large organizations worldwide leveraging on its internationally acclaimed and award-winning flagship platform, the Ecquaria Service-Oriented PlatformTM (Ecquaria SOPTM). In addition, he also steers and oversees the implementation of all financial and business strategies as well as opportunities that drive growth and profit for the company. In 2001, Dr Foong won the "ASME Most Promising Netrepreneur of the Year" award. Prior to establishing Ecquaria Technologies, Dr Foong was responsible for the entire management and operations of the Java Competency Centre of Kent Ridge Digital Labs (KRDL), as well as evangelizing the use of Java in Singapore and the region. Dr Foong holds a Bachelor of Science (Honors) from the University of Western Australia and a Ph.D. from the University of Melbourne, both in Computer Science.

Forman, Mark - Partner, KPMG

Mark Forman recently joined KPMG LLP as the leader of the Federal Civilian Preferred Providers Services organization, where he is responsible for KPMG's Risk Advisory Services work for civilian agencies of the federal government. From June 2001 through August 2003, Forman was appointed by President George W. Bush to be the Administrator for the Office of E-Government and Information Technology, the federal government's first chief information officer. From his position at the White House, Forman managed more than $58 billion of IT investments, led the President's effort to create a more productive, citizen-centric government, and was responsible for the development and implementation of IT policies, including security and privacy. He established and drove the federal government's IT investment decision-making process and Federal Enterprise Architecture, ensuring alignment of IT spending with the country's most pressing needs. Prior to joining KPMG, Forman was a co-founder and executive vice president at Cassatt Corporation of San Jose, CA. He also held corporate management positions at Unisys Global Industries and IBM Global Services. Forman earned a BS in economics at the Ohio State University and an MS from the Harris Graduate School of Public Policy Studies at the University of Chicago. He is a Principal & CIO SAGE at the Council for Excellence in Government, senior fellow of the John C. Stennis Institute for Public Service, and has been elected as a Fellow of the National Academy of Public Administration.
