Maechler, Michel - Consultant, GICT, World Bank

Michel has been working in the field of cyber security for over 15 years. He joined the World Bank in 2003 as a consultant and specializes on e-security, information and communication technologies (ICT), and e-Government strategy formulation. Michel has worked on a range of ICT sector reforms projects in Eastern Europe and Central Asia, the Caribbean, as well as the Middle East and Northern Africa. He was the task team leader for the Infodev IT Security Handbook and has been involved in a number of analytical operational activities in the area of e-security. Michel also participates as a speaker to international conferences. Prior to joining the World Bank, he was working for Big 4 firms, providing information systems audit and advisory services to large international organizations and public entities, specializing on mitigating ICT-related risks. Michel studied computer science, holds a post-graduate degree in Business Administration from the University of Strathclyde and is a certified information system auditor and information security manager. He speaks French, English and German.

Marcich, Marino - Managing Director, ODF Alliance 

Marino Marcich was appointed Managing Director of the ODF Alliance in April, 2006. He is responsible for leading the Alliance's efforts to educate policymakers, IT administrators and the public on the benefits and opportunities offered by the OpenDocument Format, and to promote its adoption and use by governments around the world. Marino has worked for over a decade at the cross-section of trade, technology, and standards development.  Prior to joining the Alliance, Marino was Vice President of Dutko Global Advisors, a government affairs strategy and management firm.  From 2001 to 2005, he served on the State Department's Policy Planning Staff.  As part of Secretary Powell's “think tank,” he advised senior U.S. Government officials on both international economic issues and relations with Latin America. From 1995 to 2000, Marino was with the National Association of Manufacturers (NAM) in Washington, DC, where he was Assistant Vice President for International Affairs.  Marino began his career in 1990 in Brussels, Belgium, as an EU public affairs consultant with Hill & Knowlton.  He holds a law degree from the University of Minnesota and undergraduate degrees in finance and international relations from the University of Wisconsin.

McKee, Stuart - National Technology Officer, U.S. Public Sector, Microsoft Corporation

In June 2004, Stuart joined Microsoft as the U.S. National Technology Officer.  He is responsible for driving a comprehensive set of technical and business strategies for U.S. Public Sector including education, state/local, and federal government segments. As NTO he has both an internal as well as an external focus – shaping and articulating Microsoft's technology vision and strategy. Prior to joining Microsoft, Stuart served as the Director of the Washington State Department of Information Services (DIS) on Governor Gary Locke’s executive cabinet. As the DIS Director, McKee served as Chief Information Officer for the state and managed an internationally recognized agency which provides technology leadership and infrastructure for government organizations across Washington State. Stuart also worked as the VP of Global Internet Operations for the Walt Disney Company where he directed operations for a number of the Internet’s most visible sites including ESPN.com, Disney.com, ABCNews.com and GO.com. His background also includes strategic planning and operational management of enterprise-wide systems for companies including Starwave and Infoseek. Stuart holds an MBA from Gonzaga University in Spokane Washington and a BS in Business Administration / Management Accounting from Lewis-Clark State College in Lewiston, Idaho.

Melhem, Samia - Senior Operations Officer, CITPO, GICT, World Bank

Samia Melhem is a member of the e-Government practice group in the Global ICT department at the World Bank. Her current responsibilities include technical assistance and advisory services on ICT Policies. She is focused on ICT4D in a wide variety of sectors from telecoms policy and regulation to public sector reform, taxes, customs, trade, education, knowledge Economy and private sector development. In her last 20 years in the World Bank Group, Samia has held several positions in Africa, Middle East and Europe and Central Asia regions, Information Solutions Group and infoDev. Her expertise is mostly in planning, developing and implementing large scale information systems for governments, and on using ICT as a tool to support public administration reform. Samia also manages GICT's learning and training program and chairs the e-development Thematic Group. She holds degrees in Electrical Engineering (BS), Computer Sciences (MS)and Finance (MBA).

Millqvist, Victor - Director, Balticon, Sweden

Victor Millqvist graduated from the Stockholm School of Economics in 1965. He then continued his studies for 2 years, half way to a Dr of Economy, focusing on Information Theory and Operations Analysis, while working with Ericsson at their central HQ in Stockholm. From 1967 to 1988 Victor had different jobs in the Swedish IT Industry, primarily with US companies, e.g. Control Data, Univac and NCR. He initially worked with Applications Software development and implementation for well known Swedish companies and later continued in Sales and Marketing assignments with responsibility for large projects.
From 1988 to 1998 Victor worked as a Management Consultant, specializing in IT as well as Information and Marketing Management. From 1994 he got more and more involved in International projects, primarily in the Baltic countries. Since 1998 Victor has been active in his own company, Balticon, with International IT related projects, mostly in the e-Gov area. It has been a mixture of Policy projects, Feasibility projects and Implementation projects in Eastern Europe, Asia and Africa.


Muiruri, Mary - President & CEO, Afrika ICT Strategies Inc.

Afrika ICT Strategies Inc is located in Maryland USA. The company has a subsidiary in Nairobi, Kenya and specializes in empowering African countries to utilize ICT for sustainable economies. Mary has over 20 years experience with USAID, she worked for USAID's Regional Office in Nairobi Kenya for 17 years and established the Regional ICT Department. She managed various ICT policy projects to enhance Internet use in 7 African countries i.e. Kenya, Uganda, Tanzania, Djibouti, Ethiopia, Eritrea and Rwanda. Mary was the lead U.S. Government policy negotiator with the Government of Kenya on the Leland Initiative Project, and the formation of the Kenya Education Network (KENET).

In the early 2000s, Mary was instrumental in assisting various USAID Missions in Africa to integrate ICT in their national strategic plans. Since 2005 with USAID funding, she has been working with African governments on the implementation of e-Government projects. She served as the Project Manager for the World Bank e-Government for Developing Countries Knowledge Map project that was implemented by Internews Network in Washington DC. Currently her company has been contracted by AED to implement the USAID funded e-Legislation Policy Development Initiative for the East African Community.  Under this project Mary has overseen the design and development of draft Electronic Transaction Laws for Kenya that will be customized for the East African Community partner states. She authored the Kenya Chapter of the “Negotiating the Net in Africa, The Politics of Internet Diffusion” book by Ernest J. Wilson III and Kelvin R. Wong of University of Maryland. Mary holds a doctorate in business administration with a major in IT and an MBA in Strategic Planning from Newport University, California USA.  Her dissertation topic was “Increasing Job Opportunities in Kenya through Cyber Cafés” with a focus on Business Process Outsourcing and Call Centers.

Myers, Ronald - Sector Manager, ECSPE, World Bank

Ronald Myers has fifteen years’ experience in the Bank managing a diverse international staff and/or operations promoting governance and public sector reform, with an additional 17 years’ experience in analyzing, formulating, and implementing complex and sensitive international economic policies in the World Bank, US Treasury, and International Monetary Fund.


Norbhu, Tenzin Dolma - Senior ICT Policy Specialist, CITPO, World Bank

Tenzin Dolma Norbhu joined the Bank in 2000, and is a senior ICT policy specialist in the World Bank’s Global ICT Department.  She works on Bank operations in ICT sector policy, regulatory reform and infrastructure projects in East and South Asia, and Africa.   She is also involved in the development of public private partnership programs for rural information and communications infrastructure projects in a number of countries.  Prior to joining the Bank, she headed the telecommunications regulatory authority in Bhutan.

Ong, Lih Ling - Cluster Director, Government Administration, Infocomm Development Authority, Singapore.

Ms. Ong oversees the provision of IDA's ICT manpower services to several government agencies and drives programs to enhance internal government administration functions through effective use of ICT.

Ortiz, Fernando Gutiérrez - Minister of Science and Technology, Costa Rica

Mr. Ortiz has shown leadership locally and abroad managing program and policies that take advantage of scientific and technological developments. Minister Gutierrez leads the National Advanced Research Network (CR2net), which focuses on sharing knowledge between Latin American and European Countries. He is President of the National Accreditation Office (ECA) for Costa Rica and also serves and the head of the Costa Rican Productivity Center (CEFOF). As Minister one of his priorities has been the stimulation of scientific literacy through the National Program of Scientific Fairs, which reaches every year 500,000 elementary and high school students. Abroad, Minister Gutierrez has had several pivotal roles. He served has the Assistant Director of Small Enterprises Development Program, sponsored by the American States Organization and he was elected as de head of the Central American Science and Technology Commission (CTCAP). He is an active member of the Ibero-American Research and Development Program (CYTED)

Ott, Arvo - Member of Management Board, e-Governance Academy; former Head of Department of State Information Systems, Ministry of Economic Affairs and Communications, Estonia

Dr. Ott joined the e-Governance  Academy on November 1st, 2005. His main responsibilities include the coordination of e-governance training programmes and general management. Prior to joining the e-Governance Academy , Dr. Ott served as the Head of Department of State Information Systems at the Ministry of Economic Affairs and Communications. At the ministry, his main responsibilities included coordination of information systems in public administration in Estonia , information policy matters, finance and legislation issues, and international cooperation in the field of ICT. Dr. Ott is also a member of several councils and international task groups. Arvo Ott was born on January 13th, 1954. He studied electrical engineering and computer systems at Tallinn Technical University (1972-1977) and received his doctorate in speech technology and expert systems at The Estonian Institute of Cybernetics in 1987.
