Wajcman, Judy - Professor of Sociology, Demography & Sociology Program, Research School of Social Sciences, Australian National University

Judy Wajcman is Professor of Sociology in the Demography and Sociology Program. She was formerly a Centennial Professor in the Gender Institute and Sociology at the London School of Economics, and is an Associate Fellow of the Industrial Relations Research Unit, University of Warwick Business School. She has previously held posts in Cambridge, Edinburgh, Manchester, Sydney, Vienna, Warwick and Zurich. She is currently a Visiting Fellow at the Oxford Internet Institute. Judy Wajcman's research has centered on technological change, employment relations and organizational analysis. She is an expert in feminist theory in these areas and has developed a theoretical framework for the analysis of technology and social change, known as the social shaping approach. She conducted one of the earliest British studies of women workers and gender relations in the home and the workplace, and was a cofounder of the women's studies program at Cambridge University. She is perhaps best known for her landmark study of the gendered character of technology, Feminism Confronts Technology. The gender relations of senior management in a post-equal opportunities world was the subject of Managing Like a Man: Women and Men in Corporate Management, a book that integrates theoretical work in the areas of organizations, gender and management with an analysis of changing patterns of work, careers, and occupational labor markets.
Professor Wajcman's current research activities include a project on the social theory of gender and technology, a project on domestic technology and the management of time, and a book consolidating her research on the sociology of work and employment. The first has resulted in the recent publication of a book entitled TechnoFeminism. The second major project explores the relationship between time poverty, work-family balance, and the application of new ICTs. Finally, her new book (co-authored with Professor Paul Edwards, University of Warwick) entitled The Politics of Working Life has just been published.

Watt, Charles - Former Senior ICT Policy Specialist, CITPO, World Bank

Charles Watt is Senior Director for e-Development at Scottish Enterprise - the economic development agency for Scotland. He is currently on the Staff Exchange Program at the World Bank as a Senior ICT Policy Specialist and is working on a wide range of e-development initiatives in countries such as Sri Lanka, Kazakhstan, South Africa, Namibia and Lithuania. Most of his 30 years in ICT have been spent in the private sector where he has held senior positions in various locations across Europe. His remit at SE includes: Government transformation, e-business, ICT sector development, e-learning, Telecommunications and liaison with EC and European regions. He has been responsible for major initiatives including the founding of the Interactive University (a centre of excellence for the export of secondary and tertiary education), EC approval and implementation of one of the first public sector funded open access networks, creation of a collaborative network of over 250 software companies and providing near ubiquitous coverage of broadband for business in Scotland. Previous to joining SE he was head of division at British Telecom responsible for the launch of ADSL as well as alliances and third party channels which grew from inception to $700m turnover in 7 years. Charles is a graduate of Edinburgh University where he read Physics.

Weathersby, John M. - Executive Director, Open Source Software Institute

John M. Weathersby is the founder and executive director of the Open Source Software Institute (www.ossinstitute.org). The Open Source Software Institute is a U.S. based nonprofit organization whose mission is to promote development and implementation of open source software solutions within U.S. federal, state and municipal government agencies. He currently serves as an adviser on open source software issues to a number of federal government entities including the Office of the Secretary of Defense (OSD), the Assistant Secretary of the Air Force, the Defense Information Systems Agency (DISA), and the U.S. Department of the Navy, Office of the Chief Information Officer (DONCIO). Weathersby also serves as a technology and policy adviser to The University of Southern Mississippi's Office of Technology and Economic Development and is a member of the International Advisory Panel for Enterprise Open Source Magazine. In addition, he is a founding executive board member of the National Association of Call Centers (NACC) and serves as an adjunct faculty member of the Round Table Group (RTG), an international professional and scholarly think tank and consultancy organization.

Weeratunga, Lalith - Permanent Secretary to the President of Sri Lanka (TBC)

Lalith Weeratunga is currently the Secretary to the President of Sri Lanka. Previously he was the Secretary to the Prime Minister and the Director, Re-engineering Government in the Information & Communication Technology Agency of Sri Lanka prior to this appointment. He has also been a Senior Consultant at the Postgraduate Institute of Management (PIM) of the University of Sri Jayewardenepura, teaching both the Masters in Business Administration and Masters in Public Administration programs. Mr. Weeratunga is a senior officer in the Sri Lanka Administrative Service (SLAS) and has held a number of senior positions in the public service as Acting Secretary to the Prime Minister, Additional Secretary, Prime Minister’s Office, Additional Secretary, Ministry of Education & Higher Education, Director General, Tertiary & Vocational Education Commission, Vice Chairman, National Apprenticeship Board, Senior Assistant Secretary, Ministry of Youth Affairs & Sports. He had also been Chief Technical Advisor/Vocational Training Specialist in the Regional Office of the International Labor Organization (ILO) for Asia & Pacific, Thailand and had worked as a Consultant of the United Nations Development Programme for the Government of Maldives.
In addition, he has done several consultancies for the ILO. He holds a Maters degree in Business Administration from the University of Colombo and a Bachelors degree in Natural Sciences from the same university. He is a Hubert H. Humphrey Fellow of the Pennsylvania State University, USA. Mr. Weeratunga is also the Chairman of the Administrative Reforms Committee of the government of Sri Lanka. Recently, the President of Sri Lanka appointed him a member of the Task Force for Rebuilding the Nation (TAFREN), mandated with formulating national development plans for rebuilding the country after the tsunami disaster.

Yan, Zhu - Director General with Beijing Municipal Office of Informatization (BMOI), taking the responsibility of leading the office in construction of Digital Beijing as well as Digital Olympics by 2008. Previously Mr. Zhu Yan was the Executive Director with Beijing Municipal Commission of Science and Technology, holding over ten years experience in high-tech administration. Born at Beijing in 1963, he is a graduate from Tsinghua University with MBA degree

Yip, Kong Ban - heads the Global e-Government Consulting practice in National Computer Systems in Singapore. Among Mr Yip’s duties include staff function as head of e-Government Consulting team in NCS, and professional function as e-Government consultant in projects, Professional function as Project Manager and Advisor in e-Government projects, Country Director of NCSI Lanka Pvt Ltd, Account Manager for Asian Development Bank, World Bank and UNDP, and Business Development function for regional e-Government business. Mr Yip’s experience has been developed from the public and private sectors in a client service environment. Specializing in the area of Strategic e-Government Planning and Design, Business Process Redesign and Performance Metrics, Mr. Yip has helped organisations develop, deploy and implement their technology plans to achieve organizational transformation and reform.

Yoon, Jeongwon, Director of National Information Society Agency, Korea

Mr. Yoon has been working more than 13 years as Director of the National Information Society Agency, Korea. He is responsible for ITPAP (Information Technology and Policy Assistance Program), assisting more than 15 developing countries in the area of e-Government projects. He successfully launched IT cooperation centers in Mexico and Chile, jointly with both Governments. Prior to this, he was responsible for reviewing BPR of Korean National Finance System, planning National Backup Center, designing Digital Certification Authority, and developing IT Risk Analysis methodology. He also served as Telecom Sector Coordinator (1998-2000) of International Y2K Cooperation Center, Auspice of UN. As a guest researcher (2001) in National Institute of Standards and Technology in USA, he conducted cross certification testing of Public Key Infrastructures between Korea and USA. He has BS and MS degrees in Computer Engineering from California State University in USA. He has a Ph.D. in Information Management from Seoul University of Information.

Young, Timothy - Associate Administrator, Office of E-Government and Information Technology, Office of Management and Budget, USA

As Associate Administrator, Tim oversees the Federal Government’s planning and implementation of E-Government and information technology priorities including meeting the goals of the President’s Management Agenda.  Tim previously served as the OMB E-Government Portfolio Manager for the Internal Efficiency and Effectiveness (IEE) Portfolio. Prior to joining OMB, Tim was a Senior Consultant with BearingPoint’s Federal Services Consulting Practice and a Consultant with The EOP Group, Inc., a regulatory and political consulting firm.  In addition to his consulting experience, Tim worked for the U.S. House of Representatives and The Heritage Foundation. Tim has a Master of Business Administration from the Kogod School of Business at the American University with a concentration in management of global information technology.  Tim also received a B.A. in Political Science from Georgia Southern University.

Zalesak, Michal - Managing Director, Web Projects

Web Projects is a firm specializing in m-commerce and m-government strategies and applications based in the Czech Republic. He is also chairman of the Center for Electronic Commerce, which works to help transfer e-government case studies and best practices to the Czech Republic. As president of the Mobile Marketing Association Czech, he is responsible for mobile market self-regulation activities. Mr. Zalesak has been a member of the governmental expert group on electronic commerce and e-Government advisory committee to the Czech government. He has been editor-in-chief of 2 annual e-Government reviews, distributed to every public administration institution in the Czech Republic.
