Governments worldwide are facing considerable budget constraints and resources management challenges. The importance of financial discipline and efficient use of resources has increased even more after the recent global economic crisis. Under these circumstances, state authorities are looking for ICT low-cost solutions which would provide efficient outcomes. An increasing number of countries are embracing the Government Cloud model based on cloud computing architecture, as an innovative solution for present economic challenges of ICT-enabled development. Some countries are already implementing Government Clouds which will allow them to cut spending for IT infrastructure, manage IT and labor resources more efficiently and provide high quality public services to the population. The implementation of Government Clouds is highly important for transition and developing countries also. In the absence of a well established ICT infrastructure, the use of cloud computing in the public sector is an optimal solution for catalyzing government transformation, economic growth and efficient allocation of resources in those countries. The key objectives of the workshop are: To clarify the difference between Government Clouds and other cloud computing models To discuss the strategic role the World Bank should play in supporting Government Clouds To consider cloud computing as an opportunity to promote innovation, transformation and competitiveness worldwide.
The workshop will discuss the emergence of Government Clouds and the advantages that they offer, particularly in terms of cost savings, efficient management of IT and labor resources. The workshop will also highlight various challenges that need to be addressed with a special focus on connectivity, business models, efficiency, reliability, integration, security, privacy and interoperability issues. This workshop is organized by CITPO as part of the e-Transform initiative, collaboration between World Bank and the private sector aimed at supporting government leaders pursuing ICT-enabled public sector transformation. Government Cloud is a new approach that is still evolving. In order for governments, particularly in developing and transition countries, to embrace it, some questions must be addressed, including the following: What is the difference between Government Cloud and other cloud computing models? What are the advantages and major issues of the Government Clouds? What strategy should governments adopt in developing Government Clouds? What data bases and applications could the governments transfer to the Government Clouds? What is the role of private sector in developing and supporting Government Clouds? What is the appropriate role for the World Bank and other development organizations?
