Under the South–South Knowledge Exchange Initiative between India and Moldova, the proposed first dialogue between the e-Governance practitioners of the two countries is aimed to stimulate open dialogue and inter-working between the stakeholders,   each of whom are key champions and agents of change.

 

The first video conference dialogue is planned to be held on January 21, 2011 as a part of e-GovWorld 2011, 5^th National Summit on e-Government.

 

In the Indian context, as an emerging economy, it has already been shown that e-Governance can increase the efficiency of government and administration, support internal and external communications and improve service delivery. The National e-Governance Plan of India has been very well appreciated in various parts of the World, especially in EU as one of the best practice models of centralized planning and decentralized implementation. The policy framework for HR and capacity building, financial inclusion and infrastructure building are some of the key features of e-Governance deployment policy in India.

 

Senior representatives from Department of Information Technology, Government of India, National e-Governance Division and the experts from industry will be sharing their learning practices with their Moldovan counterparts with the aim of strengthening the institutional capabilities of similar institutions   in Moldova through exposure to, and sharing in, appropriate Indian experiences. The learnings from the following key domains will be shared by the Indian practitioners:

 

·         Key Features for India’s National e-Governance Plan and the learnings from its deployment

·         HR strategies for e-governance implementations covering the kind of skill sets required within the Government for conceptualisation and implementation. Strategies / mechanisms adopted by Indian government to fulfil the requirements

·         Delivery of basic financial services using mobiles - An overview of the framework currently under implementation for using mobile phones as a low cost channel for basic financial transactions

·         Concept of Shared Platforms for e-gov / National Information Utility - how multiple Government Departments / projects can share computing resources / utilities for cost-effective and speedy implementation

·         Mobile Governance – The opportunities for delivering public services through innovative applications

 

The speakers indentified in India have been involved in deployment of India’s National e-Governance Plan for more than 5 years.
